A photo contest is a great idea for a winter festival. It's not only a good marketing move but also a talent scouting opportunity. So it's a win-win situation for both parties involved - the organizers and the contenders. The photos could serve as inspirational material for future commercials and thus the money paid for the organization of the event could become a great business investment (that's from the organizational point of view). As for the contenders, they are getting an i-Pod.
